Dual Enrollment Funding Eligibility
A guide for students who do not have a Social Security Number -- what you need to know about funding eligibility, what your options are, and how to move forward.
What Is Required for DE Funding
Two Requirements Must Be Met for Georgia DE Funding
Beginning with Summer 2026, the Georgia Student Finance Commission (GSFC) requires that all Dual Enrollment students meet both of the following requirements to receive DE funding or the ACE Grant:
U.S. Citizenship or Eligible Non-Citizen Status -- You must be a U.S. Citizen (born or naturalized) or a Title IV Eligible Non-Citizen as defined by Federal Student Aid regulations.
Georgia Residency -- You or your parent/legal guardian must have established and maintained domicile in the State of Georgia prior to the first day of classes of the term for which funding is sought.
Valid Social Security Number (SSN) -- A valid SSN is required on your GA Futures account and funding application. Without it, your application cannot be processed for funding.
Who Qualifies as an Eligible Non-Citizen?
You may qualify as an Eligible Non-Citizen if you hold one of the following:
Permanent Resident Alien Card (I-551) or Conditional Permanent Resident Card (I-551C)
Arrival-Departure Record (I-94) showing refugee, asylum granted, or parolee status (paroled for minimum one year)
Cuban-Haitian entrant status
Victim of human trafficking (as defined under the Victims of Trafficking and Violence Protection Act)
J, F, and H visa holders do not qualify as eligible non-citizens for DE funding.
Which Situation Applies to You?
✓ Situation 1 -- I Have an SSN and Meet Citizenship and Residency Requirements
Great news -- you are likely eligible to receive Dual Enrollment funding through GSFC! Make sure your valid SSN is added to your GA Futures account profile, complete your 2026-2027 DE Funding Application, and have your counselor add and approve your courses in GA Futures.
ⓘ Situation 2 -- I Am an Eligible Non-Citizen
You may still qualify for funding, but GPTC is required to collect documentation confirming your eligible non-citizen status. Please contact our office so we can review your documentation and determine your eligibility before your courses are funded.
⚠ Situation 3 -- I Do Not Have an SSN or I Do Not Meet Eligibility Requirements
If you do not have a valid Social Security Number, or if you do not meet the citizenship or Georgia residency requirements, you are not eligible to receive GSFC Dual Enrollment funding at this time.
However, you may still be able to take Dual Enrollment courses by paying tuition yourself at the Non-Resident tuition rate. Please review the cost information below and contact our office to discuss your options.
Self-Pay: Non-Resident Tuition Rates (2025-2026)
What Does Self-Pay Mean?
If you are not eligible for GSFC Dual Enrollment funding, you may still enroll in courses as a self-pay student. Self-pay students are charged at the Non-Resident tuition rate, which is higher than the Georgia Resident rate that DE-funded students receive. You would be responsible for paying tuition and all associated fees before or by the payment deadline each semester.

Determine Your Eligibility
Review the eligibility requirements above and determine which situation applies to you. If you are unsure whether you qualify as an eligible non-citizen or meet Georgia residency requirements, please contact our office -- we are happy to help you figure it out.

If You Are Eligible -- Complete Your GA Futures Application
Make sure your valid SSN is on file in your GA Futures account profile, then complete your 2026-2027 DE Funding Application at gafutures.org. You will be asked to answer U.S. Citizenship and Georgia Residency questions as part of the application.

If You Are Not Eligible -- Consider Self-Pay
If you do not meet the eligibility requirements but would still like to take Dual Enrollment courses, you may be able to enroll as a self-pay student at the Non-Resident tuition rate.
