Dr. Terrell Gibbs Chair
Dr. Gibbs is the Chief Operating Officer (COO) at CERM. He oversees daily project delivery operations and works to meet the company’s financial and strategic goals. He leads and coordinates the project delivery teams and operations staff, helping the business centers work together efficiently across the firm.
Dr. Gibbs grew up in Huntsville, Alabama, and brings more than 25 years of experience in water resources and executive leadership. He specializes in linear infrastructure design and utility management. He is also active in the community, taking on leadership roles in several organizations, including:
- South DeKalb YMCA Board of Directors, Vice-Chair
- Georgia Piedmont Technical College Foundation, Board Chair
- Water Tower Institute Board of Directors, Treasurer
- CERM Legacy Foundation, Board Member
- Institute for Georgia Environmental Leadership (IGEL), Class of 2022

- DeKalb County Chamber of Commerce Board of Directors.
Dr. Gibbs earned his Bachelor’s degree in Environmental Science from Alabama A&M University, a Master’s in Civil and Environmental Engineering from The University of Alabama in Huntsville, and a Doctorate in Applied Management and Decision Sciences/Engineering Management from Walden University. He is a registered professional engineer in Alabama, Georgia, Florida, Louisiana, Mississippi, North Carolina, Texas, and the District of Columbia. Dr. Gibbs is a life member of Omega Psi Phi Fraternity, Incorporated, and the Alabama A&M University National Alumni Association. Outside of work, he enjoys spending time with his family. He and his wife Jemella have two college-age children, Melissa and Miles, and a dog named Nova. His hobbies include traveling, golfing, tinkering, and light gardening.
